This paper analyses the levels and trends of regional disparity and convergence in the two American macro-regions, NAFTA and MERCOSUR. The paper presents a simple formalized qualitative model of government tenders (GTs). Qualitative models use just three values: Positive/Increasing, Zero/Constant and Negative/Decreasing. Such quantifiers of trends are the least information intensive. This paper focuses on regional differences between the regions of the Czech Republic. We will focus on observation of inequalities between indicators of living in different regions of the Czech Republic.
